收到印度专利局发出的审查意见通知书,其中有一句话:
Claims 1-7 recite various method steps without disclosing what apparatus/structureal component carried out said steps.
然而,本申请中权1-权7是产品权利要求,没有涉及方法步骤,而且权1-7中也明确提及了脉冲信号产生部件、编码微处理器、计量微处理器等组成元件,不明白为什么审查员会提出上面的意见?难道是印度专利法有什么特殊的规定吗?
求各位有印度答通经验的前辈提点宝贵意见,拜托!

一脉冲信号产生部件,其用以根据所述的流量测量变换器的转动产生相应的脉冲信号;
一编码微处理器,其接收、转换所述的脉冲信号,并传输给所述的控制主板,同时对所述的输出脉冲信号进行计数和编码;
一计量微处理器,接收所述的编码微处理器发送的输出脉冲数编码数据,并将之解码获得输出脉冲数,其中,所述的控制主板采集和计数编码微处理器输出的脉冲信号直接由计量微处理器来完成,或者由所述的控制主板上的脉冲计数部件来完成并发送给计量微处理器;所述的计量微处理器将解码后的脉冲数与控制主板计数的脉冲数进行比对,判断是否在加油过程中存在作弊嫌疑。
