Global Dossier五大局同族专利数据涵盖范围

Global Dossier是由五大知识产权局IP5，即欧洲专利局（EPO）、日本专利局（JPO）、韩国知识产权局（KIPO）、中国国家知识产权局（SIPO）以及美国专利商标局（USPTO）合作推出的一项服务，其宗旨是更好地为公众提供同族专利的信息。自2015年6月26日起，Global Dossier服务已涵盖美国专利商标局的数据。自此，Global Dossier现已实现涵盖五大局的同族专利档案的目标。
欧专局在2015年第03期的《专利信息新闻》(Patent Information News)中介绍说明了Global Dossier目前的情况。目前，Global Dossier涵盖了以下专利申请数据：
1. 欧洲专利局：自1978年6月以来提交的欧洲专利申请；
2. 日本专利局：2003年后提交的专利申请和实用新型申请；2005年后进入日本的PCT国际申请；
3. 韩国知识产权局：自1999年1月以来提交的专利申请和实用新型申请；
4. 中国国家知识产权局：自2010年2月10日以来提交的专利申请；
5. 美国专利商标局：自2003年1月以来提交的专利申请。
五大知识产权局在Global Dossier上提供的信息都可以通过欧洲专利登记簿数据库（European Patent Register）和Espacenet进行免费查询。用户可通过欧洲专利登记簿数据库检索某一专利或专利申请，进入检索结果页面后，即可通过点击“patent familiy”而获取该专利的同族专利信息。通过点击“Global Dossier”即可直接获得五大知识产权局提供的同族专利申请的相关原始文件。而即便在同族专利不含欧洲专利申请的情况下，用户亦可通过Espacenet进行检索，点击Global Dossier即可直接读取中国、日本、韩国和美国的专利申请信息。

The USPTO, in furtherance of the Global Dossier Initiative, launched the first service for Global Dossier - Dossier Access, a user-friendly online interface, which will make it easier for patent applicants to quickly and easily view, monitor, and manage intellectual property (IP) protection around the world by providing access to the dossiers of related applications filed at participating offices.
Initially proposed by the USPTO to the five largest International Property Offices (IP5) in November 2011, Global Dossier is a set of business services aimed at modernizing the global patent system and delivering benefits to all stakeholders through a single portal/user interface. Through Dossier Access, the public will be able to obtain data that is timely, reliable, understandable, standardized, and of high quality.
The USPTO will be continuing to enhance the services of Global Dossier. We have several high priority services that we are currently evaluating, including a mechanism for sharing documents between offices. The business services of Global Dossier are being designed with users in mind and the USPTO will be seeking public input throughout the entire development process. IdeaScale is one of the ways that the USTPO’s Office of International Patent Cooperation (OIPC) will be gathering stakeholder input, feedback, and suggestions on Global Dossier. 正如美国专利局所详细说明的，全球档案最初是由美国在2011年11月提出，并进一步与日本专利局共同开发的。在最近一次的IP5会议期间，全球档案被正式认可为推进国际专利制度的方式，其成员国目前正在努力使理念得以实现。
美国专利局为全球档案列出了以下好处：
· 促进预先计划好的交叉跨国界申请
· 一个门户网站管理交叉申请，以消除向多个专利局申请所需的重复文件（例如，优先权文件，先有技术文献，等等）
· 使用现代化的机器翻译工具来节约成本
· 不仅通过信息交流，而且通过专利审查员之间的合作来实现工作共享，这将提升全球专利质量。
正如美国专利局所承认的，全球档案中包含的许多想法并不是全新的，事实上，许多想法都已经在开发过程中。此倡议的目的是合并现有的项目，以产生“一个统一的，对专利制度中的所有利益相关者有利的结果。”
